Maryland lawmakers are expected to return to Annapolis next month for a three-day special session to consider putting a constitutional amendment on the November ballot that would change how the state draws congressional districts.

The proposal would ask voters whether Maryland should change the constitutional rules that currently limit how congressional districts can be drawn.
