Baltimore City and the Baltimore City Council filed a lawsuit today against the Ouazana brothers (also known as the WAZ brothers), claiming unfair, deceptive, and abusive housing practices.  The city is accusing the brothers of renting unlicensed apartments without working water, heat, electricity and toilets.  In a press release, Mayor Scott said: “These slumlords knowingly put their tenants in harm’s way, and we will hold them accountable.”
