Baltimore City Police officer Dequwan Houchins was found to have allegedly pretended to make traffic stops to avoid responding to calls.  A news conference has been called for 11am today, where Baltimore City State’s Attorney Ivan J. Bates will announce an indictment, alongside Mayor Scott and Baltimore Police Commissioner Richard Worley.
