A Baltimore City judge has ordered Mayor Brandon Scott’s administration to restore the Office of Inspector General’s access to City systems within two business days and complete production of outstanding subpoenaed records within 45 days.
Senior Judge Pamela White wrote that the case detailed “a developing pattern by the City to delay, diffuse, and deny OIG subpoenas to City offices and employees.”
The order also requires the City to begin producing records responsive to OIG subpoenas within five days. Judge White ruled that the City cannot take actions that “impede, inhibit, or restrict” the OIG from carrying out its investigative responsibilities.
The ruling follows months of litigation between City Hall and Inspector General Isabel Cumming over her office’s access to City records and systems.
